Opt out of in-world notecards

Allow a feature under settings allowing users to opt in or out of in-world notecard notifications.

I personally am displeased by the amount of notecards I already receive from Primfeed as a basic user, and the daily countdown to Premium account expiration would drive me mad and lead me to not renew
