[Notifications] Not able to open notification in another tab

When new notification is received and user navigate to their Notification page, they are not able to open the notification in a new tab.

Steps:

1. Trigger a notification.

2. Navigate to Notifications page on the user's profile.

3. Click on the new notification either with middle mouse button or right click > open in new tab.

Expected Result: Notification is opened in new tab.

Actual Result: The notifications can't be open in separate tabs.

Impact: Many users tend to browse different tabs when interacting with web application. Not having this ability has negative impact on the overall user experience as it causes them to go back and forth to review each notification.

Notes: Since the web component already has href=" " parameter in it, it should also allow the containing links to be opened in different tab/new window if the user sees fit.
