For Brands, how about not completely banning suspending a whole account for an individual improperly rated posts.

Just block the single post. Also any suspensions or adjusted posts give a specific reason and not just a blanket TOS cover email. Perhaps force their posts to be reviewed by a moderator prior to publishing and doing so within a set date/time.
