Choose 1 Out of 4 Uploads to Public Gallery

A proposal to instead of increasing the 4 per 24 Upload Limit to the Public Gallery.

Instead, allow one of the four uploads to be presented into the Public Gallery. This would enable the entirety of the post's picture to be seen without both taking space in the Public Gallery and using all 4 allowances of the Public Gallery.

It is frustrating to take multiple pictures but unable to put them into one post because of the Public Gallery cooldown. The idea behind that lockdown of the Public Gallery was to insure low-quality/spam pictures do not fill the Gallery, but it hinders so much as well.

With this idea, people will be able to express themselves with 4 pictures per post but only 1 goes to the Gallery, a cover photo if you will. Because as of now it seems to be the only way to be seen is to upload onto the Gallery. That is another subject however.
