Allow free accounts to create a business page without needing Easybloggers

It would be nice if free primfeed accounts were allowed to create a business page without needing an Easyblogger subscription. Yes, I know we only need the free level, but that's still a subscription not everyone needs or wants. Please consider keeping Easybloggers optional for free accounts, and keep it as requirement for Pro accounts.
