What is commercial content exactly and how do the moderation team decide?

Whilst I can see that the FAQ has a section that commercial WIP content will be marked as such in the public gallery how is this decided? A recent post of mine has been moderated as commercial but it is a WIP for a thing that I have not indicated that I intend to sell. If and when this becomes a marketable "thing", I'm aware of the commercial content toggle and will use it accordingly.

Either the FAQ needs to be updated to reflect that all WIP shots are classed as commercial, or the commercial content toggle needs to be respected.

This is a simple wireframe of an item I have not decided to sell yet and even if I did, in this current state it can't remotely be classed as a marketable thing or advertising. The intent at this early stage is to demonstrate how things are made and knowledge share - hence WIP.

On a related note, I can switch off commercial posts in my feed and still see sponsored blogger posts with direct links to events and shops. Should these not fall under the category of commercial content too?
